Since Unitary status was announced, Wokingham Boruogh Council has been constantly challenging itself to be become more sophisticated and more leading edge as an authority. The Council officers and members were passionate about developing beacon services for the public hopefully without the need to raise local taxation, whilst raising the profile of the Council.


Wokingham Borough Council had a mandate and an agenda to change the way it did business. The Council was striving to change itself into a leading authority by improving services and investing in the people, processes and technology to deliver those services.


However, the Council’s business requirements demanded significant change but the supporting ICT facility was constrained by a long term IT outsourcing contract which was inflexible in design and therefore unable to scale to the order, or level of change, required to meet the basis of change required in the business.


Digica approached the Council with radical plan to transform the business using Transcend to deliver and evolve the council’s business.

This was an opportunity for the Council to evolve without the need to embark on a very costly re tendering exercise, but moreover give the Council visibility and predictability for the future service provision.


Digica developed the service providing a transformation project running ICT as a business within a business creating professional business and organisational structures centralising and managing financial resources. We integrated with the overall business using our model to help the Council to adapt its business to keep in line with the overall business transformational programme.


As a result, today the Council enjoys the benefit of having a completely secure, highly available, agile and scaleable ICT business service support by excellent governance and best practice.

Translated in to business terms this means that the Council can meet the challenges of transformational Government head on and will be able to take an active or pioneering role delivering shared services to a much wider community.
